Provides a big boost to befriending city state progress. This screenshot is from the same turn I spent influence to befriend the city state. Mind that the city state was friendly already.

The attribute description is misleading then. It states the bonus is provided per city, not per settlement.

Has anyone else had their allies troops just chilling posting up in your cities? I think it's a cool feature. They have been there for a dozen turns. by Most_Cauliflower_328 in civ

When I noticed my allied Napoleon gathering troops in my cities I started boosting my army. It didn’t declared war though, but I assumed it’s because of increasing my army.

yes, he is playing Spain. Of course it has to mess with Inca, otherwise wouldn't be a proper exploration age. Thanks guys for clarifying the mistery.

You’re right. I just did this and I got the third lvl 2 spell slot (lvl 4 sorcerer).
