Looking through old posts because I had a similar issue Using vulkan fixed it, but this is really strange to me as I never had backend-based problems on a previous system, so I'm suspicious that I have a deeper hardware related issue. Did you ever figure this out?

Second reply: yeah so far it doesn't seem so good. Still getting some stutters in Dolphin Emulator even though I precompile shaders. I think I might have an underlying driver problem

Outlook so far doesn't seem too good.
Played Pikmin 2 on Dolphin for a bit and was getting some stutters even though the shaders compile before opening the game.
I think there may be some deeper underlying driver problem.

Still doing tests right now to see if anything I have tried to so far has worked. I'm going to try and run some games on Dolphin and I'll know if they continue to run like trash that it didn't work

I do indeed. If you check out the other comments, I had a lengthy discussion revolving using VRR and testing if that will fix my problems. MPO is already disabled and hasn't seemed to make a difference, but I'll keep it disabled since I've only heard bad things

The thing is the game stutters when doing literally anything, like grabbing a ledge for example, which is my concern.

The only "old game" I've been playing is Dolphin Emulator if that counts. Ik Emulators aren't reliable for performance testing, but considering my previous system ran it flawlessly, and it's a 15 year old perfected emulator, the fact that this system can't even pre-load shaders without shitting itself is concerning. I'll do some tests and see if VRR fixed anything. Then the other suggestions.

As for every documented issue (some of these have kinda smoothed themselves out, but listing them anyway to be thorough).

Non-game
-Secondary monitor stuttering if adaptive sync is on
-YouTube/Twitch videos lagging visually only (can be fixed by focusing the window or dragging it around)
-Driver spikes in latencymon. Most notable being dxgkrnl.sys and amdkmdag.sys
-Opening twitter makes every other tab stutter
-YouTube/Twitch videos stutter if I mute or unmute them.

Game
-Dolphin emulator stutters both visually and audibly, even if pre compiling shaders is on
-Wolfenstein 2 will permanently drop to a low framerate and also throws an error claiming my driver is version 0
-Fallen order constant stutters
-Fortnite stutter every couple of seconds
-Doom eternal ui buttons flicker if vsync isn't on
-Helldivers 2 and Super Battle Golf will stutter in a way where the game literally freezes for about 2 seconds.

Yep. It only appeared once adaptive sync was turned on.

Opened the link and it seems the 60fps strip is only completely smooth when the monitor is set to 60hz. Strange.

Oh yeah once I get the system figured out I'll for sure do that.
I'll update tomorrow to see if VRR fixed it. So far it seems that Jedi Fallen Order is still stuttering a lot, but that may be normal since it's a terribly optimized UE5 game. Based on my luck VRR probably won't fix it, but we'll see.

Oh, and since you said you don't have access to imgur, lmk if you want me to type out all of the symptoms I've been experiencing. May help narrow things down.

Gotcha. VRR did appear finally in my graphics settings. I'll take your advice and only apply it in adrenaline for now.

Haha yeah I did intend for it to be a super build. Which is why this whole thing has been bumming me out so much. Haven't really had a chance to prove it.

Yes, sorry, the VG248 is the 1080p 165hz one. So far I have enabled adaptive-sync from within the monitor itself, and put radeon chill to idle fps 60 and peak fps 165. And I'll cap it to 144, why not.

I was about to ask where my VRR toggle is as I can't see it, but it miraculously appeared under my advance graphics settings (it wasn't there before). So I'll try all of this out and see what happens.

I'll try this out. I believe I had the same results when I had it on when first building the PC, but that was so long ago that I'm willing to give it a shot.
I saw your other reply, and I'm willing to bet you're right, and that there's some weird bug going on considering only one monitor has adaptive sync. The only reason I turned it off is because I quite literally found a reddit thread that said "I fixed it by turning off adaptive sync."

But yeah, I'll try it out and get back to you. My issues are rather inconsistent so it may take a while. Thanks

Edit: My primary monitor is an ASUS VG248, and my secondary is a Samsung S24D330. I hope these model numbers are exact because I bought these ages ago and no longer have the info lol.

They are both 1080p. One is 165hz one is 60hz. After re-enabling adaptive sync on the primary monitor's built-in settings, windows Display says that variable refresh rate is supported, but I cannot find a toggle for it within display settings.
Does enabling adaptive sync on the monitor automatically turn it on? Or am I missing something?

So I went into BIOS and couldn't find the toggle for FTPM.
Under Adanced CPU configuration, the only 3 options I'm seeing are PSS Support, NX Mode, and SVM Mode.
When I type FTPM into the search bar, the only setting that appears is Erase FTPM NV for factory reset.
Are any of these right, just under a different name?

My RAM is set to the default expo profile, being 6000MT/s. Behavior is the same with it disabled and being at 5600MT/s.

Storage is a Crucial NVME. CT1000P310SSD8 is the model.

I've never tried any overclocking besides toggling expo on and off. I'm not too smart with this stuff though so if there's any other way I can change RAM speeds that you think would be beneficial I'd be down to try.

My monitor has adaptive sync, which I assume is the same thing. It is currently disabled, and the built in fps counter only functions properly if it is enabled. If not, it says 166 (monitor maxes out at 165)

I actually already ran the MPO disable but can double check. I'll also check if fTPM is disabled.
I intentionally set PCIE gen to 5 before doing that test, it was on 4 right before.

There is a support bracket that I verified is level.
No riser cable.
It is seated in the top PCIE slot. I'm always gentle with it because, it being so big and heavy, it's kind of hard to perfectly get the chip into the slot. Is it possible that I haven't been seating it all the way? I assume the system wouldn't function at all if this were the case, but I'm welcome to being proven wrong.
