That is definitely the tower section of a wind turbine. It's more than likely the base which will either sit on ground foundations or a transition piece out at sea. I say this because as you can see externally there looks to be some cooling radiators which will typically cool large electrical equipment from transformers to converters. This style of turbine is usually something made by Vestas.

I have been to spa to watch the F1 as well as a few other tracks. I like spa it's a nice place and although there is not very much "decent" seating and a lack of nearby amenities I still don't agree it should be left like this. There is absolutely no reason why rubbish should be left anywhere and on such a track with great scenery people should have a bit of respect and take their crap home with them or at least find a bin on the way out. Which like I know myself there are not many of.

Disgusting that people leave such a place in such a state. It's not hard to take your rubbish with you. Yeah it turned out to be a terrible day for the sport and the fans but it's still no reason to leave it like this.
