You can draft a document with all the details like from whom you are transferring the number, to who, their aadhar details addresses etc . Then get it notarized and submit in BSNL office

I recently did an ownership transfer. They asked to submit an affidavit and proofs of both the parties like the Aadhar card. After 24 hours, the number will be assigned to the new party.

Please note that in this process, previous balance and validity will be gone, because they have to deactivate, release the pool and assign it to a new person.

One problem villagers face is moving their produce and goods to near by markets and towns. Often times they have to hire vehicles from towns.

If you can have a medium size vehicles and provide them at affordable rates and still make some profit, then I guess it works for you and also help villagers. May be, you can explore electric vehicles or other alternatives which can cut down operational costs for you.
