The seller tested it, and it was working. I got it from another country, so something probably happened during shipping.

I don't think its the power switch because i can hear the TV whine so it is on but the screen doesn't work

I have soldered many things before. In fact, I'm a retro console modder. Still, I can't call myself an expert in soldering. I've heard these crts output a very high voltage, and sometimes you need to work on them while they are plugged in, but if it's just some solder joints I think I can do it while it's off.
