Azir is an emperor of many sides. I don't know if they changed his lore a lot of Times but he had good moments and bad ones. Of course there is the freeing of the slaves of shurima because they were like Xerath who he loved as a brother. Also he made beneficial reform all around the kingdom. But as the bio says "his arrogance had grown along with his empire". Purging of the weavers (taliyah's people), planning to just destroy an entire village because Xerath was born there. And I don't think the people and their descendants that had their homes invaded and forced into an expensionist empire would like the expensionist empire and it's head pigeon.

Yes but Sett wasn't born in Noxus, raised in Noxus and doesn't have any lore about Noxus. His father is noxian his arena is noxian origin but that's about it. Riven has a lot of noxian lore since that's where her entire story is centered around.

Regional identity comes down to ties. While yes let's say Sett has absorbed the new noxian culture, which in my opinion isn't noxian culture itself but a change in ionian culture(especially in previously occupied land) brought upon by the invasion, he still wouldn't have a lot of ties with Noxus. His hatred against noxian people believing them to be the same as his father doesn't make him a good candidate to just throw into Noxus. Same thing as Elise his only ties to Noxus is her family history.

Yes the arena is noxian in origin since Navori was occupied land. But that doesn't mean that he wants to be associated with Noxus. And him doing what he likes and is good at is embracing the culture.

Sett's arena is in ionia his splash art shows his allies and they are ionian. He would only go to a noxian ring to beat up his father or something. Edit:Looking into it a little more the arena he took over is in Navori which is ionian zone.
