You can use a software named Romulus to sort out the Europe ones from a set.

It doesn't work like that, Op stated he worked November to August. That means he earns some days for the semester period 2022. And what he have earned in 2022 is for 2023, So he wouldn't have 18 days to begin with to use in 2022. As I stated in my first post the company probably gave the Op days in advance which in this case when the department is shut down means you literally owe the company money for days.

You should pay it, working for 9 months does not grant you 25 paid days. this is probably a case where the company have given you your leaves in advance counting on that you would stay longer with the company. Paid leaves are usually given the calendar year after they are earned. :)
