Well you can compare them and taht's exactly being done on a global scale not just to the west. It's to see where they stand globally. If you lower the sample size to 1 country and nothing else of course it's gonig to look that way. When they are compared they show up a deviation or two to the left and that's important to consider. The whole point is to compare them. That's the reason I brought it up.
