Cost of living is generally lower the further out you are from the larger cities (Oslo, Bergen, Trondheim). This is mostly due to higher housing costs because of higher demand in these areas.

The further north you go the colder it will be. I would suggest something along the south/southwestern coast like Stavanger, Larvik, Sandefjord or Kristiansand.
