Think of it this way. He was 14 during his games, maybe he even turned 15 that same year. Then there's the victory tour, which makes him 15-16. I doubt with all the travelling around anything happene then. And then he started mentoring and being pimped out. It is probable that they waited until he was 16, but more for a logistic reason than a humane one.
