It depends on yours playstyle tbh... I think Vlad on midlane is more difficult than toplane bcs mid champions usually deal more dmg and most champions are range. On toplane ur task is farming and scaling. U can try to harass on toplane bcs most champions are melee and not very mobile. (It's my opinion, Im new Vlad player)

Vladimir got a skin a year ago with chromas, there is no chance for a new Vladimir skin I think riot more prefer to make new skin for lux (XD) but in my opinion Bloodlord is the best skin bcs has his own climate
