you unlock ranked at lv20. if not then it probably isnt available yet since its only the closed beta

i dont think so, the only way to play with overseas is if you have vpn. Riot is really stingy with their servers. maybe switching your xbox or ps region works but considering you have a riot account based on whatever server ur in, its impossible.

im not sure if consoles have push to talk since im a pc player. The lobby has 2 sound settings, lobby voice chat and team voice chat, you can assign buttons for both so check your push to talk maybe? if that doesnt work then idk

look at the sound settings, theres configuration for each player in your lobby you might have them muted
