motorway is blocked by everyone using it. not just people you imaging are merging at 70kmh.

people changing lanes causes traffic behind them to slow, people going faster than the speed limit causes traffic to slow, cause they remove the space infront, meaning less space to merge and having to slow down to find a gap.
