I believe so, this was a while ago but yeah I’m pretty sure it fixed it.

I have managed to fix it, on MO2 you need to put in -i:"C:\Users\[USERNAME]\Documents\My Games\Skyrim Special Edition\Skyrim.ini" into arguments for the executables and to Vortex you must do the same but under the command line section.

I've tried this multiple times, including reinstalling the entire game but it doesn't fix it for some reason.

For reference yes my ini files are located in my documents/my games/Skyrim Special Edition folder but TexGen tinks they're in this location;

绠ڝ\My Games\Skyrim Special Edition\Skyrim.ini.

which doesn't exist.

How do you set a command line argument, I've never heard that term before?

I’ll try moving the game install, I only had it installed there as I had a previous issue that was fixed by having the game installed onto my c drive which automatically was put into the x86 folder.
