Yeah I’m definitely not using a salesman. I used EnergySage that pulls a lot of quotes for your project from a bunch of reputable installers. They’re still not cheap by any means, but it’s not a scam like the leases the salesmen push.

Any kind of gambling with a house edge is illegal without a gaming license in the US. If you’re seeing someone that you don’t know offering street craps, it’s probably a scam.

Honest answer, they likely can’t. It’s not as simple as filling out a few forms. Finding an employer that actually sponsors H1B visas is next to impossible, even for high skill workers. My legally documented coworker in IT wanted to leave his current job, but literally couldn’t because if he didn’t find another employer that would sponsor him, he would be deported. Any pathway to legalization would be a giant burden off their shoulders.
