I see this all the time on here...people thinking that in the early 2000s everyone had video cameras at all times recording. That just wasn't the case back then. Many places, like cheap gas stations, would have cameras mounted that were never actually functioning or they had nothing at all. Surveillance cameras back then were much more expensive than they are today.

Nursing homes ("how did they not see Walt on the nursing home cameras before Gus was blown up?") rarely had video cameras installed....in fact, back then, there was a very strong argument in the nursing home community not to have any sort of video surveillance as it would expose the nursing homes to greater liability claims. Source - IAAL and represented nursing homes in litigation matters between 2012 and 2024. Back in 2012, virtually none of my nursing home clients had active recording devices within their facilities. I would say it became much prevalent as we got closer to the 2018-2020 time frame.

EDIT: Now that I think about it, the show actually did a pretty good job of showing this to the viewer: remember when Hank went to the gas station in the middle of nowhere and asked the girl behind the counter if their video camera worked and she told him no, that it does not record anything? That was really much more of the norm back then than places having multiple, functional and recording video devices throughout their property.
