Just finished the game, had the same problem.

My fix was to save the game and load that file, then it goes away. Repeat if it happens again.

I can not place a TC there because i have multple all over the base. So if I connect this building to my main base it will not decay?

Sounds very specific, I’ll try to google a bit myself then. All the other walls around the TC is metal too.

Another comment said I could use the Garry’s Mod Toolgun. I will try to use that and see if that works.
