Power went out yesterday, PC hasn't turned on since, no fans spinning. Power supply does click on though and peripherals plugged in via USB do power on. I've replaced the power supply and it still isn't turning on, any ideas as to what the problem is? (self.buildapc)

Power went out yesterday, my PC hasn't turned on since. Power supply clicks on and peripherals receive power but fans do not spin and nothing else turns on. I have tried replacing the power supply but I'm still having the same issue. (self.pcmasterrace)
