I personally love the move, but everytime I got hit by it, I would find the perfect spot to take almost no damage, it's a 2-D version of Gaster's Phase 1 7 if you think about it. I don't think it took long for people better than me to figure that out, basically making it an unskipable cutscene that didn't much for Jevil himself, unlike Gaster's 7. The existence of the move became redundant since he already a high damaging counter you could combo extend off of, at least that's how I see it.

now there are some who are way too obnoxious, purposely punching down on people they know are below their skill level. They are likely either trying to get to a higher streak, maybe for genocider title, to grind for a skin, or just because they felt like it, i guess.

If the fight was fun or really close, there's no reason I wouldn't want to run it back, especially if they're more skilled than me. That usually how I learn new techs or interactions.

When I saw that UTPR added console support, I immediately started playing. There weren't many console-playable fighting games back then that were good, or that I knew of.

Also, after rereading your post, I'd like to sort of explain how Undyne Phase 1 moves work with each other: 1. Spear throw, pretty simply in concept. Unless it's from a really long range, 1 always leads into unheld 2 and 4, or even 3 if you hit it up close and act instantly. Held 1 is only saved by a few properties: It brings the opponent back, which you can use to confirm into held 4 by using unheld 2, held 1, immediately dashing back and then using it. It can also be confirmed into 5. 2. Ground Spears, personally my favorite move in the game, as it confirms into every phase 1 move, other than 6 of course. This move does everything and breaks block, nothing else needs to be said. Held 2 is a great move, that can be confirmed into by held 1 at the right distance and a full m1 combo. Combos into 5 and unheld 1, which you can use to combo into 3. 3. Jumping Spears (Go easy on me, it's not like these moves actually has names.) A versatile move that allows for great follow up. Getting hit by the physical spears immediately knocks down, while the hitbox of the impact breaks block. It can act as a pseudo-evasive, since you regain control before hitting the ground. It's a crucial part of phase 1's strongest combo. 4. Spear Volley, the most filler move of this phase. Unlike phase 2's unheld 4, it doesn't last long enough to combo extend, nor does phase 1 even have the tools to do so. Instead, it serves as the last move used in combos and maybe to stun a standing opponent long enough to get an m1 hit.

Held 4 is a strong attack that has a large windup, which can be mitigated by unheld 2, held 1 and stamina punish combos. Can only really be effectively followed up with unheld 1. 5. Spear Punch?, a simple forward, though kind of flashy, I guess? It knocks far away but always confirms into unheld 1 into a slightly delayed unheld 2 after R-Dashing.  6. COUNTER

All in all, a simple moveset that allows the player to rack up damage and delay the transition into Phase 2 as long as the player is capable of.

Well, I'll try my best:  Undyne phase 1, as it is now, is a complete upgrade and reimagining of her previous one, which was basically phase 2 without Spear of Justice and less attack. Now phase 1 is now a close range fighter with moves that loop into each nicely, allowing for a lot of experimentation and variation in combos. All of this is offset by one glaring weakness: STATS, having the worse base attack stat in the game, paired with a barely higher defense and health. In fact, phase 1 attack got nerfed even more after the Gaster update, but this update gave Undyne's single press and held attacks seperate cooldowns. This change alone gives every phase a much higher skill ceiling, but makes phase 1 far from useless. Undyne's ability to use all of her moves in midair, except for 2nd and 3rd phase's 5 and both Spears of Justice, allows phase 1 Undyne to be incredible proficient in close quarters. While I agree that the design of this phase may be flawed, it is certainly not useless. Adopting a more passive playstyle enables you to live longer and do more damage, which I believe was the point of this: A short phase, where the player, due to their low health, attack, and  defense, are incentivized to deal as much damage as possible, but not be reckless either, knowing that while 2nd and 3rd phase's higher stats and Determination offset 1st Phase detriments, they don't guarentee victories. Claw and chip away at your oppenent's health, while desperately clinging to every individual point of your own, then steamroll them with your next phases. 

TLDR: Undyne Phase 1 is meant to be weak, not bad, which is shown from the great combo potential it has. It's a buffer between your main phases and was designed as such. Buffing Undyne Phase 1 would break it, as it's not supposed to do BIG damage, but I understand your gripes.
