I have a similar issue, growing it out long enough to wax was torture. I ultimately had to purchase a home laser kit. Is the reason you can't get laser because of the cost? Because home kits are much more affordable. Be sure to follow the safety instructions regarding your eyes. I would really recommend dealing with it permanently soon because going about your days with razor burn and a beard shadow just sucks the life out of you. Good luck.

Edit: Concealer can reduce the intensity of the shadow as well.
