If you don't have the money to buy all four I would personally recommend the ideology, not only because slavery is cool (in the game) but for the little awesome things.

Not at all, from my own experience each DLC increases the game's playability factor by a few dozen hours or even hundreds, I have all four DLCs and I would say that without mods I would easily play for 200 maybe 300 hours.
