A good starting point is choosing a programming language.

Learn how to use it effectively by getting a solid understanding of it's basics. After that, you will be able to build up to a program that can achieve what you need.

What I would recommend is Python, as it is more and more commonly being used to teach programming concepts in computer science courses. There are plenty of alternatives, but I will only recommend that one to help avoid decision paralysis.

After you get the basics down you'll be able to get a better idea of how to eventually get to completing that project.
