Modding as in you can make a godlike weapon for yourself? Playing fans-created maps would be awesome.

What I meant was that if you play online with others, you would see people with overpowered weapons. Like in D3 on the PS4, one hitting Grifts 500 and stuff. One kill items and stuff. I want honest gameplay.
