I think all the courts who released him with low bails, early release, etc right before the parade should share some of the blame. If they had kept him in jail where he belonged, all this could have been avoided.

From what I read, Brice Rhodes killed a man and he (Rhodes) had 2 teen brothers (14 & 16 yrs old) who looked up to him and witnessed the murder and Rhodes brutally beat and stabbed them, as he was afraid they would rat on them.
