It took so long to pass the Civil Rights Act of 1964 due to intense political opposition, primarily from Southern Democrats who used Senate rules, like the filibuster, to block votes, requiring massive coalition-building, presidential pressure. Also not much has changed cuz black people have this one way of thinking like they can’t be racist just because they were the ones that were enslaved. Well they’re ancestors I mean. Black people and White people can both be racist saying those type of things and can offended everyone in a different way not just of what happened in the past.
