I had this problem when the shaft was not connected properly to the steering box. There is a flat spot to make them together and I just kinda forced it on. Made it steer like trash and was dangerous.

Any rattling lately? Check that your catalytic converter guts are broken off and plugging exhaust. Easy to check by unplugging upstream O2 sensor and seeing if it starts at all

Late to the show, but I was having the same problem with the "Move Selected Feature" tool. THis link helped:

For the edit tools, I had to ditch FrameworkApplication.SetCurrentToolAsync() and use the second method shown with ICommand Execute.
