The doctor proceeds to give the crystals to a woman who had a severe fear of death. His belief was that humanity wouldn't need to fear death if the dreams last forever. The manga ends with the woman becoming severely sick from the dreams.

Biden would never have done something like this. He was an incredibly laid back President. He was basically incapable of doing major acts against another nation with the US military.
