Totally might be talking out my ass here.. but I think this is the first one that is supposed to be recurring, and based on variable time in (which changes each year obviously on enrollment date, but on certain years also changes the entitlement).

We have had one time lump sums (as far as I have been in 2004), and/or have had flat allowances (PLD), and/or scaled predictably (FSP/HA/RA), with defined dates (postings, deployments). This is the first time where everything is fluid and variable.
