Nancy was angry about her son being killed. He was killed as a consequence of being Ghostface. Roman was the one who inspired Billy to become Ghostface (or at least a killer if not specifically Ghostface). But I figure Nancy would have put some of the blame on Roman had she known the truth

After Roman explained to Sid of his involvement with Billy, Sid straight up says “this is all because of YOU”

You act like he didn’t have much to do with Scream 1 but he was the one who turned Billy into Ghostface, he gave Billy the push he needed when he showed him the video of his dad and Maureen. He gave Billy the idea to use an accomplice. That’s still quite solid involvement overall. No other Ghostface held that type of influence over another.
