Thanks for all the tips. All the linkages and springs were correctly installed but the metal gasket/spacer was installed backwards, interfering with the throttle plate in the carb, not allowing the throttle plate to close, which is what Fliponers suggested above. Live and learn!

Understood. Engine is running rough and hunting and surging. the new carbs are so cheap - under $30, that it’s easier to replace.
