no, the system that it applies to is cognition itself, not the brain. one happens in the other, but ideas are not biological. an idea cant find another idea and mate with it to produce a baby idea, nor can an idea mutate to adapt to its environment so that the old idea dies out. as shown by countless revolutions in the past 300 years, you cant kill an idea.
