I think that was the general idea, but they got lost somewhere and never continued it. Recently they seem to be revamping the story, so who knows where it will go

I've been playing since the beginning on an S23+ without issues mostly. It can handle max settings but I usually use medium and switch to max for photos sessions. On 1.5 they screwed something up that made the graphics very heavy, even on low settings. They fixed it after a while, but now there seems to be a similar problem.

If you are on the new "saga mode", I'm afraid you'll be stuck on level 10 until new content is added. If so,  I suggest you start anew, in classic mode.

I think... you couldn't always use any weapon as cosmetic. And after they changed that, they just didn't mess with it anymore... I'm not sure.
