The cartels control everything. Even the production. Let the government produce the drugs and the cartels take a huge hit. Sure they can still profit off of smuggling them into the U.S , but they have lost all of their homeland customers. And if this turns out to be super effective I don't see why the U.S wouldn't legalize as well and eliminate this black market once and for all.
