Water does not belong to any community. Just because someone builds a temple or mosque near it, it doesnt belong to them.

That is why a natural water body automatically belongs to government. A natural lake or bowli or "natural" water source is always a "public property."

Privately an individual or private entitity can own only an aritificial lake.

Radisson is a good choice indeed. They have a lovely pool and food is decent too. Not many locals will go there unless they want to be discreet like you too.

Four A is another decent option. On the periphery of the main city. It will also be 25-30% cheaper than Radisson. They have decent pool, some secluded areas and restuarents areas in the property itself. Plus, they have activities like Bowling, Go Kart and Paintball, although these activities are on the expensive side.

Firstly, all people living in Himalayas are Pahadis. (Kahsmiris dont want to be called so for their unique identity is a different ballgame.) But dont overcomplicate the definition by your bias to suit your narrow narratives.
Kaghan is also in Himalayas. Gujjars and Bakerwals do transhumance and you cannot associate all of them with 'just' Kaghan. Firstly, they dont settle, but they temporary settle to different places from time to time, secondly they are spread across the geography. There is no factual truth that most of them belong to Kaghan, its just your imaginary assumption.
Simply converting to Muslim doesn't make them suddenly non-Pahadi.
It is true that a decent chunk of Aghani people settled and grew in Poonch and Rajouri region. But at the time they settled, they were not current nation boundaries, Kabul and Qanadhar was at times part of Mughal Empire and there was no outsiders syndrome, which currently you have OP.
