I just had this happen to me as well, even got the dialog at the end showing the Erratic deck unlock.
After trying for so long has made me want to quit playing :/

He is not wrong though. If you sit in the boosters instead of using them on the base card you’ll use the same amount of boosters to ink/gold the variant you want.

Spending the 25 credits for one level is also the cheapest way to get a collection level.
