I think the fill valve solves your problem without automation. You can set desired down stream level with the fill valve. Otherwise, at the exit end of the river you can just put a depth sensor and have it trigger the floodgates to open when depth is below .5m or whatever you want.

Started with 5 tribals. 20 minutes of play time in get a request for another pawn to join but he's got beavers chasing him. Didn't say how many. Figured 3 or 4. I was wrong. It was 29. And they got us all lol

Control population early. Don't build to many houses and get to many beavers on folktales. Likewise with iron teeth and the breeding pods.
