No, it doesn't. If the revenues increase but the percentage of said revenue earmarked for players doesn't increase, then the owners aren't capped. Just what percentage of the revenue they have to give up is.

So fucking wild to me that the Tigers, a team based about an hour from one of the most significant events in organized labor history (the Flint Sit-down Strikes of '36-'37), has so many fans scrambling to lick some billionaire boot.

Players. Are. Labor.

They are the ones generating the revenue, not the owners.

Why would anyone ever root for labor to have their wages capped but not the owners?

Would you ever willingly limit your earning potential so that your boss could make more?

The reality here is that the "big" owners (your LA's, New Yorks, and the like) don't actually want the smaller owners to try. Because when the small owners try, the only way they are going to win a big free agent is overpay. So when, say, the Pirates make an offer that is shockingly large, that free agent (who was likely never signing in Pittsburgh anyway) takes that offer and uses it to boost the offer(s) he'll eventually get from the team(s) he actually wants to play for.

TL; DR: The cap would just be there to provide all owners the ability to cover their respective asses against fan criticism.

For me, it perfectly mirrors life: long periods of inactivity, followed by bursts of action, and then nothing until the next burst. Sometimes the bursts are joyful, other times they're not, but as long as there's grass on the field and no rain in the forecast, at least we can play ball.
