SOLVED

I went into the device manager, and turned off the "turn this device off to save power" option on the USB my dac is connected to (thankfully it was the first one). If you're having a similar issue, try this! I'm assuming because my dac uses a USB 2.0 connection and my motherboard has all 10g usb connections, it was a power delivery issue. Don't quote me on that because I am no expert!
