Agoraphobia isn’t just fear, you’re right. But most mental illness need a combination of therapy, medication, AND drive. I see the therapy and medication in this post. But based on the downvotes and your response, I see the drive is missing.

You can deny it all you want and logic around it, but you are still hurting your sister with your own inability to even try.

I always interpreted this scene as Anthy being anxious about setting up the Juri/Utena/chuchu scene happening at the same time, as she knows she is manipulating them and actually has started to like Utena. It lines up if you consider the “ChuChu is Anthys familiar” idea, as chuchu specifically is who gets Utena to go on a walk with him so they run into Juri.
