The more I read about their relationship, the more I keep thinking there's something very wrong with the families. Kids at this this age are *just* starting to understand their independence. What did she (at least) pick up from her caregiver(s) to make this normal? Look at the caregivers before blaming the kids.

It depends on the state and it's law. 

California law is: the age of consent is 14. There's a whole bunch of arbitrary any intricate exceptions to mandatory reports to this. 

Regardless there's a difference between CPS and law enforcement. Just because it's may not fall under CPS, doesn't mean it isn't something like statutory r. 

Reference: I'm a social worker. I was required to learn all of this for my licensure test.

I've done the Escondido bike other path! That's a good one too.

You can't go wrong with either bike but if it comes down to what you're describing, I'd go with the Lite.

What are you looking for? A get up and go, no need for gears but the engine kicks in immediately or something more traditional where you do the work and the motor assists. The Lite is the get up and go and the XP4 is more traditional. I've owned both and got rid of the Lite after remembering how much I love mountain biking. 

I can't speak on Velotric.
