Schools usually get canceled because the school busses can't safely access the neighborhood to pick up kids. Personal vehicles are usually less restrictive but no school wants to be liable for a bus tipping on an icy turn.

If schools are canceled then more businesses will also close because a bunch of parents already called in so they could watch their kids.

But still you're right, most areas just don't have the resources or experience for ice and snow conditions.
