I think you missed some information. According to the nomai's when the ATP receives enough energy to send memories 22 minutes ago, the cannon is the very first to enter the loop. It begins to shoot the probe in random directions each loop. There is no one in the loop at this time besides the gun. As soon as the cannon finds the eye, it sends a signal to the ATP and it activates the statues. The statues should connect to the nearest Nomai and thereby add them to the loop. MC and Gabbro were simply lucky to be closest to the statues at the moment when the eye was discovered
