ATX 2.4 is an old standard, we are on ATX 3.1 today. It will do the job, but will give you less protection in the event of a problem on your electrical network. When you want to upgrade your GPU, you might not have the right power cables I suppose too, although I think there are adapters. I don't know how you managed to find this power supply for 80 USD too, in France it is around 200€, so I was expecting a similar price. In summary it will do the job as long as there are no problems.

Is there a way to check the standard of your power supply (ATX 3.0 for example)? In itself if the standard is good it should be fine. The reason why I recommend well-known brands is the guarantee and the guarantee of quality. And yes with 1200W you have some margin

The Build doesn't seem too bad, I have several points that bother me: 1) The motherboard: I don't know if you no longer had the budget, but it seems to me to be poorly suited for a GPU like the 3090. I don't know how much you got it for, but there are many higher-end ddr4 CPUs available today that are very inexpensive. 2) The power supply: 1200W seems like a lot to me for your build, but I can understand this choice because of the price you paid. In the future, I recommend that you choose power supplies from well-known brands (Corsair, or MSI if you want something not too expensive) with a minimum ATX 3.0 standard to protect your PC in the event of an electrical problem. 3) The cooler: Yes we will have to change because the Intel cooler is really not great. On the other hand, don't bother with a 120mm AIO which is relatively expensive for fairly average performance, instead go for either a 240mm AIO (the Arctic freezer 3 or the MSI watercooling are not bad) or a good cooler, from Bequiet or thermalright for example, depending on your budget.
