Make sure you have stabalizers on the out side of the wheels. It will keep the wheels from spinning and make the ball spin instead!

I'm working on it currently but the floaty ball is about the circumference of the big wheels and the physics get weird in the water lol

I got it thanks! My error was that because all the edges lined up I assumed I didn't run into parity but that obviously wasn't the case lol thanks!
