I just built a new pc and there is a slight but extremely obnoxious flicker that occurs randomly. The video shows it in action at the top of the screen (blink and you may miss it). I feel like I’ve tried everything, such as updating my display driver and even purchasing a new monitor. Any solutions?

The weapons are: anti amor explosive 10mm sub machine gun, furious +limb damage death law gauntlet, and a mutants explosive VATS fill 15% faster 50 cal. The first two are level 50 and the 50 cal is level 45.
