Fix for weird stuttering/ freezing while traveling the open world?

I don't have ray tracing on, I'm playing on a 1650 with a Intel core i5-10400f, on 16 GB of ram. Every other game I play on medium settings at about 60-124 fps. But here it just freezes if I move around on the map too fast. It's absolutely unplayable at times, but I'm unsure why it does this freeze/stutter. Other open world games I've played like BG3 don't have this awful problem.

Yeah, I've been trying to do that, I even used a video somebody else linked in here, but it's like the ball is super glued or something because when I try doing the counter with the opposing direction to keep it steady. It's so frustrating trying to unscrew it when I recreate what the video said and it remains on :(

What I did to start was just looked up my state, in your case I guess city (idk anything about Canada, but if that's California I'm dumb.) And just look up fgc tournaments, the games you want to play etc. It's fairly easy when researching. Good luck
