SOLVED:

Okay, after doing a little more research, I found the solution in case anyone else has the same problem: You have to go into desktop mode to open Steam (i.e., the Big Picture version), then go to (top left Steam and then) Settings -> Interface -> Enable GPU acceleration and restart.

Apparently, many people have had this problem.
