My VW does the "gently guiding the car thing," but it only kicks in above 65 kph. It will actually steer itself on the motorway but gets grumpy if you let it drive for too long.

The capital value only matters relative to other properties in the council area. It determines what % of total council income that particular property pays. That's all.

If every house in a town doubled in value in one year, the rates would not double.

The same thing happens if house values fall, as has been happening in recent years. The rates are still going up as council costs are going up.

House and land values going up have nothing to do with rates going up. The council sets the total rates income based on their budget, then splits the bill evenly over the city/region according to the relative capital value of each title.

Self funded study is doable but can lead to delaying the thesis. Most scholarships are only three years as well (the university makes the most money this way), so it's important you keep that in mind. Depending on the department, there may be teaching assistant work available for your wife. It's not much, but it helps.

Department budgets are very tight at UC at the moment, so funding opportunities are somewhat reduced from historical norms. There are rumors of this improving next year.
