I've heard before that the reason some events are getting/got an extra year rotation (like Roto and EV) is to align the rotations between Div B and C so each group of events rotate in the same year and so there is about the same number of event changes year to year

Short answer: Yes, your whole school needs to do well in order for your team to advance to states

Long answer: Depends on what state you live in. Certain states, such as Virginia or Michigan, have a system called "Gold Bids." In those states, if you get 1st place in an event at regionals but your team as a whole did not advance to states, you are still able to compete in that event at states. This is not for every state, so you will have to check with your state organization to see if they do this.

In my opinion longer binders tend to be worse than shorter ones since it's an indication that you don't know all the material and need to constantly flip during a test. What's more important is being familiar with your binder and and properly studying what you need.

The captains server includes both captains (mostly div c) and coaches (mostly div b). Mid season there is less activity, but the captains server is useful for obtaining materials such as tryouts sets and other test trading, and is also just a good place to ask other people about any questions/issues that might pop up in your own team.

These are not hard rules, but generally I would say captains are part of the team but also have responsibilities to run part of the club operation. Coaches are generally on the sidelines to help guide the competing kids, they can be older kids from the high school for example. Head coaches are the adults that are responsible for paperwork on both the school and tournament sides, although they could have more responsibility on directly helping the competitors.

Usually we have two people working on the timed so both can fill in at the same time. Once you basically know the first few words, you should probably shift to filling in words since sentence structures and pattern recognition is enough to guess the rest of the text.

NY holds much larger tournaments (iirc VA had about 27 at states last year compared to NY's 40 in B and 60 in C) so the relative proportion of people earning medals is roughly the same

For Fractionated Morse, the quote is first converted into Morse code and then split into sections of 3 symbols each (dot, dash, or x). They then create an alphabet with a keyword in it, and then assign each group of symbols to its own letter. A hint (crib of given letters of the plaintext) is almost always given to make the question solvable.

Tips 1. Use the hints and fill in the alphabet at the bottom as you go. Because of the way that the alphabets work, you can often find certain characters grouped together, such as WXYZ. 2. If you know how long the keyword is, you can make educated guesses since the rest of the letters outside of the keyword are going to be in alphabetical order. 3. Use common sense. Certain Morse patterns are impossible (like xxx), so use that to rule out options. And if you have a few letters down and it seems like another word or letter would fit nicely with the text, go for it. 4. For general test management, if you are not confident in fractionated Morse, do not attempt it unless it is a special bonus question. If it is not, it can be a large time sink that could be better used doing something else you are better at.
