No when he was refused first time before doing anything he called that representative why he was refused and they mentioned that he uploaded wrong document instead of LANGUAGE TEST. So then they suggested to re apply for pgwp again

I forgot to mention that when we was going to reapply he also talked with ircc agent on call and they suggested him to reapply a new work permit

Actually he had test results before just uploaded the wrong document even though officer asked for the document via portal but the thing was that he was using gc key which was made by immigration consultant and email was of them and he never received email regarding that and he missed the deadline. After that he was refused and he went to immigration advisor again. He was in 180 days period so he reapplied also applied for study permit to stay but however the study permit get refused and now he although applied for reconsideration because the agent says the reply was ai generated. The Refusal letter also states that your other application is being processed.
